Proposal: Increase in team limits
On this 6th day of Dec, 2006. Lord Helpful proposes the following rule changes to team limits. (The changes are inserted into the rules quoted below and formatted like so).
[LR 1.6] Each Owner can have 1-4 teams, and up to two additional minor league teams HUMBBL teams may not play in other leagues without the Commissioner’s permission.
[LR 1.68] Each Owner’s (major league) teams must be of a different race then the other teams that Owner possess (exception: Minor League Teams – See LR 1.7).
[LR 1.7] Minor League Teams. An Owner may designate a minor league team. Minor league teams are not bound by the provisions in LR 1.68. They can be any race regardless of the race of your other teams The following restrictions apply to minor league teams: Minor league teams may not play in the Closed League, nor major tournaments (discretion of the Deputy Commissioner). No Minor League team may acquire more than 4 team re-rolls. Minor League teams do not earn MVPs. Any player on a Minor League team that exceeds 30 SPP is automatically released into free agency, following the game that this qualifying event occurred.

Well of course its Hummble races!
Since we can only have one proposal going at a time, and Ricardo snuck his in before me, this Proposal is suspended until Ricardo's proposal is completed.

Okay 12/8/06 this proposal is now active with the passing of the previous one.

And with the commisioner's vote this one has passed as well

The commisioner vote also has the ability to break ties, so since there are only six of us, when the commisioner votes along with two other people, then the vote has been decided.
Another way to look at it is inorder to overcome the commisioner's vote the totals would have to be 4-2 or 5-1.

BTW with this change, I petioned and received Commisioner approval to change the Puddlejumpers to a Minor league team
